What is the Regressar Program?

The Regressar Program is a strategic initiative by the Portuguese Government designed to support emigrants and their family members wishing to return to Mainland Portugal. Through the Return Support for Emigrants measure, the IEFP provides direct financial assistance to facilitate the transition and integration into the national labor market.

Who can benefit?

  • Start professional activity in mainland Portugal between January 1, 2019, and December 31, 2025;

​

  • Be emigrants who have left Portugal at least three years prior to the start date of the professional activity covered by the application;

​

  • Have their tax and social security contributions regularized;

​

  • Are not in a situation of default regarding financial support granted by the IEFP, IP.

Basic Financial Support

  1. Permanent employment contracts, scholarship contracts of 2 years or more, or the creation of companies or self-employment.

  2. Fixed-term or unspecified-term employment contracts with a duration of 12 months or more, or scholarship contracts between 12 and 23 months.

Values:

 

1º- 7 x IAS* = 3.759,91 €

​

2º - 5 x IAS = 2.685,65 €

*Value of the IAS (Social Support Index) in 2026: €537.13

Complementary Support

  1. Travel costs originating from a country in Europe.

  2. Travel costs originating from a country outside Europe.

  3. Costs for transporting goods to Portugal per household.

  4. Costs with the recognition of academic or professional qualifications.

Values:

 

1º- 0,75 x IAS = 402,84 € per person

2º - 1,25 x IAS = 671,40 € per person

 

Maximum limit for travel: 3 x IAS = 1 611,39 €

​

3º -  3 x IAS = 1 611,39 €

​

4º - Até 1,5 x IAS = 805,70 €

​

What are the Support Values?

Increases

  1. Majoração do apoio por cada membro do agregado familiar que fixe residência em Portugal​​.

  2. Majoração do apoio por local de trabalho contratualmente definido ou a atividade profissional desenvolvida por conta própria em território do interior.

Values:

 

1º- 20% x (7 IAS or 5 IAS)  = 751,98 € or 537,13 € per person (up to 3 x IAS)

​

2º - 25% x (7 IAS or 5 IAS) = 939,97 € or 671,40 € ​
